ProCure21 recommends that you get your Principal Supply Chain Partner (PSCP) on board as early as possible. Involvement of the supply chain in the business case process leads to a far more robust Strategic Outline Case (SOC) and Outline Business Case (OBC) ensuring that the funding is approved as quickly as possible. Consequently the supply chain has a far better understanding of the scheme, the client and their business, and the risks they must overcome.

Early involvement of the supply chain is proven to deliver:

  • Buildings completed on cost, or better
  • Buildings completed on time, or better
  • Higher building design quality
  • Fewer defects
  • Improvements in health and safety
  • Continuous improvements in value for money over the whole life of a facility

However, the culture of the project team is very important and is the key to success of the scheme.  ProCure21 uses the NEC Contract Option C this requires early warning of project issues and collaborative problem solving.  The ProCure21 framework encourages PSCP to look for a long-term relationship with a client by a commercial structure that offers the PSCP’s a fixed profit within the GMP and rewards good performance in achieving time and cost commitments. This provides an incentive for PSCP’s to ensure that the client's goals are met as well as their own and enables them to work in partnership with the client toward joint goals of a quality scheme delivered on time and cost.

The role of the client has never been more important.  The clarity of brief and realism of the budget are vital to the client getting the facility that they want and can afford.

Knowledge of the ProCure21 method, buy in from the NHS Trust Board and a clear line of decision making can help the NHS client proactively manage a ProCure21 scheme.  Involvements of key stakeholders i.e. clinicians, patients and local authorities can also ensure buy in to the scheme and prevent any misunderstanding at a later date.

A key aspect of success is the appointment of an accredited Project Director. Running a ProCure21 scheme is not easy; it requires a lot of knowledge of the process, excellent personal and leadership skills, as well as intimate knowledge of construction and project management.  A register of accredited project directors is held at ProCure21.

A full diploma in Project Management is available through ProCure21 in conjunction with Lancaster University, leading to an accreditation certificate and placement on the register.
